Ingredients:

2 tablespoons butter
1/2 cup diced onion
1/2 cup diced celery
2 cloves garlic, minced
2 tablespoons all
purpose flour
4 cups vegetable broth or chicken broth
1/2 cup heavy cream or half and half
Salt and pepper to taste

Cooking Instructions:
